Don't get ripped off like I did

Scott Fagan took my payment and never did the paper work he said he would. He said he would refund me but hasn't. He will not take or return my calls or refund my payment. I contacted the better business bureau but they couldn't reach him either. I paid $250 to learn that he is a scam artist.
