In terms f price/performance, New Dream Networks, LLC (aka Dreamhost) is hard to beat!
I am a very satisfied customer and have been for 3 years (maybe a little more) now. They are very clear about the market niche that they are serving, and very open when they have problems about the nature of the problem and how they are fixing them.
Downtime is a part of the web-hosting business and I feel that Dreamhost handles their outages fairly well, especially at the price-point. If you need better reliability guarantees, you can simply go pay more - somewhere else. And they do not hide that fact either. They are a low-medium traffic service provider and they do that very well. When my services outgrow DH, then I will move off them, but right now they totally hit the sweet spot for a startup like my own.
